Parking at Hillcrest

The letter below from the Parks Board was received Jan 21st.  The key point is that pay parking comes into effect on February 16th and PIBC does not get the 3 hours free parking that users of the main Hillcrest facility will receive. Obviously, PIBC and VPG are not happy about this and efforts are being made to appeal that decision. But as of Feb 16, PIBC members will need to pay for parking.

Thanks for your patience as Park Board staff implementing the paid parking pilot have worked through details to improve the launch and ensure adequate notice for user groups. I understand there is significant interest and concern about the upcoming changes.

 

The one-year paid parking pilot will launch February 16th at Hillcrest, Kerrisdale, and Trout Lake Community Centres and adjacent facilities and park spaces. In October 2025, the Park Board approved the pilot with the Park Board Parking Strategy to improve park user experience and access, achieve financial sustainability, and support management of parking infrastructure. The new sites were selected based on high demand and good access to transportation alternatives.  

 

Parking rates are set at $3.50/hr with 3-hours of free parking available for community centre patrons (including for activities at associated public pools, arenas, and libraries). Patrons can access free parking through sign-in at a kiosk inside facilities, with additional parking available for purchase via a text message reminder.

 

Please note that users of facilities not operated by the Park Board/Community Centre Associations or VPL will be expected to pay for parking. To support operations, subsidized monthly parking passes for $30/month plus taxes will be made available to fulltime staff and volunteers of Phoenix Gymnastics and Pacific Indoor Lawn Bowling. 

 

Launching a pilot allows staff to implement changes to parking and adjust where appropriate, gather data through the kiosks and feedback from the public, and continue to engage with partner Community Centre Associations before reporting back to the Park Board in Q4 2026. Users can provide feedback by calling 3-1-1 or through Vancouver.ca/311.
